What would eat the blooms on a petunia in a hanging basket. The damage looks like a slug but there no tracks?

It might be the Japanese Beetle infestation. Hard to say.

What would eat the blooms on a petunia in a hanging basket. The damage looks like a slug but there no tracks?
Doesn't matter what or who did it. It's done, so spray every plant with Sevin. Problem solved.
